Education: High school diploma or equivalent combination of education, technical certifications, and/or work/military experience.
Training and Experience:
- Maintain the appropriate Federal Aviation Administration flight physical and Flight Medical Standards as required (currently FAA Class 2). Complete Government provided ground observer training and maintain their currency in these duties.
- Maintain training and or certification to properly respond to aircraft recovery operations, HAZMAT response, and Laser Safety. Commercial Driver’s License (CDL) with a HAZMAT and tanker endorsement preferred, may be required for certain tasks.
- Minimum of 2 years of facilities maintenance experience. Must be able to lift 50 pounds. Must be physically fit to occasionally stand, bend, reach, crawl, lift, etc.
Computer Skills: Proficient in Microsoft Outlook, Word, Excel and PowerPoint.
Security Clearance: Must maintain a Secret level security clearance.
DUTIES AND RESPONSIBILITIES
Support Ground Flight Observers for 24-hour operations 5 days a week (Normal operations are Monday through Friday). Support may be required to accommodate changes to the flight schedule. Must be able to act independently without guidance when tasked as a “Ground Flight Observer” for Libby Army Airfield. Responsible to ensure the airspace is clear of unannounced aircraft during ground taxi and local pattern flight operations of the Gray Eagle UAS. This includes, but is not limited to, avoidance of other traffic, clouds, obstructions, and terrain. Ground Flight Observers are required for all takeoffs and full-stop landings, as well as for all planned practice approaches, touch-and-go landings, and stop-and-go landings conducted in Libby Army Airfield Class D exclusion area. The Ground Flight Observer shall have a visual situational awareness of airfield and flight pattern conditions and be able to communicate those conditions via direct communication with the Unmanned Aircraft operator.
Use independent judgment and discretion relating to all aspects of aviation and maintenance safety serving as support staff for the 2nd Battalion, 13th Aviation Regiment’s Crash Recovery Team. Maintain and perform POL support functions at the 2nd Battalion, 13th Aviation Regiment and are responsible for Hazardous Material (HAZMAT) functions and controls incidental to operations at several different flight-lines. Conduct hazardous material and hazardous waste inspections for ground operations; maintain forms used on site for tracking POL usage. Assist the government in securing ranges.
Perform facilities inspections on a weekly basis ensuring the security and serviceability by maintaining documentation and submitting work orders for any discrepancies or faults. Maintain assigned equipment, which includes vehicles, power plant, communications and other support equipment necessary for Mission Support operations. Maintain and repair a variety of hand and power tools ensuring they are in safe and efficient working order. Must also coordinate with agencies on Fort Huachuca for Post level inspections including buildings/facilities, hazardous waste spills, new building projects, erosion control, and any additional site maintenance as required. The contractor will perform a variety of, self-help type maintenance, modification and repair activities. Assist in ensuring the timely and accurate delivery of services, to include preventive and predictive maintenance and repair services. May perform a variety of maintenance tasks, depending upon experience and level of certification. Maintain facilities, storage sites and other areas in a clean and orderly condition. Maintain logs and records of equipment maintenance.
Develop and administer a driver’s training program to qualify personnel on motor vehicle equipment used to conduct UAS training or training support.
Perform required operator preventive maintenance checks and services on contractor utilized equipment.
Perform other incidental and related duties as required and assigned.
